git: Add ‘tag->commit’ and use it in (guix channels).

* guix/git.scm (tag->commit): New procedure, taken from…
(resolve-reference): … here.  Use it in the ‘tag’ case.
* guix/channels.scm (resolve-channel-news-entry-tag): Use ‘tag->commit’
instead of custom code.
