gnu: screentest: Update to 3.0.
* gnu/packages/hardware.scm (screentest): Update to 3.0.
[build-system]: Switch to meson-build-system.
[native-inputs]: Add gettext-minimal. Remove autoconf intltool libtool
glib:bin automake.
[inputs]: Add gtk+. Remove gtk+-2.
