* gnu/packages/radio.scm (xnec2c): Update to 4.4.5.
[source, home-page]: Update URL.
[native-inputs]: Add autoconf, automake, gettext-minimal, glib:bin and
libtool.
[arguments]: Add 'fix-paths' phase.
