gnu: Add python-3.9.
* gnu/packages/python.scm (python-3.9): New variable. * gnu/packages/patches/python-3.9-fix-tests.patch: New file. * gnu/local.mk (dist_patch_DATA): Add it. Signed-off-by: Ludovic Courtès <ludo@gnu.org>
