o Minor bugfixes (build):
- Restore the ability to compile Tor with V2_HANDSHAKE_SERVER
turned off (that is, without support for v2 link handshakes). Fixes
bug 4677; bugfix on 0.2.3.2-alpha. Patch from "piet".
