Using named parameters for these is overdue. Passing the session in a
parameter instead of passing username and IP separately will later allow
storing other session info, like username or part of the email.
Note that these functions are not part of the exported API,
and the prototype change will catch (most) skew, so I am not changing
API versions. Any third-party plugins that call them will need updated
though.

Use mtn for monontone and hg for mercurial. The long names cause ugly
formatting in recentchanges, which has CSS that only allows a few
characters for the commit type column.

Small data leak, but only to admins, and I think it's worth it to see the
stuff that cannot be configured.

Move rcs plugin load to loadplugins; move duplicate rcs detection logic out
of individual plugins and into loadplugins. Avoids checkconfig failing when
run twice.
