environment: Provide /etc/hosts in containers without '--network'.
Fixes <https://bugs.gnu.org/43762>.
* guix/scripts/environment.scm (launch-environment/container): Create
/etc/hosts when NETWORK? is false.
* tests/guix-environment-container.sh: Add "localhost" resolution test.
