daemon: Disable use of chroots when support is lacking.

* nix/nix-daemon/guix-daemon.cc (options)[!HAVE_CHROOT]: Mention that
  `--disable-chroot' has no effect.
  (main)[!HAVE_CHROOT]: Set `useChroot' to false.
