activation: Honor $GUIX_NEW_SYSTEM for use by 'guix system reconfigure'.
* gnu/build/activation.scm (activate-current-system): Honor
$GUIX_NEW_SYSTEM by default.
* guix/scripts/system.scm (switch-to-system): Set $GUIX_NEW_SYSTEM
before loading SCRIPT.
