gnu: Add libvnc.
* gnu/packages/vnc.scm (libvnc): New variable. gnu/packages/patches/libvnc-CVE-2018-20750.patch, gnu/packages/patches/libvnc-CVE-2019-15681.patch: New files. * gnu/local.mk: Add them.
