gnu: python-scikit-learn: Fix test failure.
* gnu/packages/python.scm (python-scikit-learn,
python2-scikit-learn)[arguments]: Use 'modify-phases'. Move 'check' phase
after 'install' and incorporate 'set-HOME' phase.
