gnu: texinfo: Fix FTBFS with Perl 5.28.
* gnu/packages/patches/texinfo-perl-compat.patch: New file.
* gnu/local.mk (dist_patch_DATA): Register it.
* gnu/packages/texinfo.scm (texinfo)[source](patches): New field.
