services: cgit: Enforce serialization order.
* gnu/services/cgit.scm (serialize-cgit-configuration): New procedure that
serializes fields with a precise order.
(cgit-activation): Replace the generic SERIALIZE-CONFIGURATION with
SERIALIZE-CGIT-CONFIGURATION.
