gnu: glibc: Do not abort when incompatible locale data is found.
* gnu/packages/patches/glibc-locale-incompatibility.patch: New file.
* gnu/packages/base.scm (glibc)[source]: Use it.
* gnu-system.am (dist_patch_DATA): Add it.
