gnu: weechat: Run tests.
* gnu/packages/irc.scm (weechat)[native-inputs]: Add cpputest.
[arguments]: Add ‘-DENABLE_TESTS=ON’ to #:configure-flags. Add
‘disable-failing-tests’ phase to do just that. Run the others.
