gnu: tre: Move to (gnu packages regex).
* gnu/packages/tre.scm: Remove. Move 'tre' to...
* gnu/packages/regex.scm (tre): ... here. New variable.
* gnu/local.mk (GNU_SYSTEM_MODULES): Adjust accordingly.
