gnu: python-werkzeug: Reintroduce 1.0.1.
* gnu/packages/python-web.scm (python-werkzeug-1.0): New variable.
* gnu/packages/patches/python-werkzeug-tests.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
