[arguments]: Remove two obsolete phases.
* gnu/packages/patches/qtbase-fix-krita-deadlock.patch: Delete file.
* gnu/local.mk (dist_patch_DATA): Adjust accordingly.

-the entire load_sys(). We had reasoed that deadlocks would only occur if
