gnu: Add fcgi.
* gnu/packages/patches/fcgi-2.4.0-gcc44-fixes.patch: New file.
* gnu/packages/patches/fcgi-2.4.0-poll.patch: New file.
* gnu/local.mk (dist_patch_DATA): Register patches.
* gnu/packages/web.scm (fcgi): New variable.
