gnu: openmpi: Use our hwloc.
* gnu/packages/mpi.scm (hwloc): Propagate numactl.
(openmpi)[inputs]: Add hwloc.
[native-inputs]: Add pkg-config.
[argument]: Add hwloc configure flags.
