gnu: python-cmarkgfm: Don't depend on a specific CFFI version.

* gnu/packages/markup.scm (python-cmarkgfm)[arguments]: Add phase.
[propagated-inputs]: Change from PYTHON-CFFI-1.15 to PYTHON-CFFI.
