gnu: binutils: Update to 2.28.
* gnu/packages/base.scm (binutils): Update to 2.28.
[source]<patches>: Remove upstreamed patch.
[arguments]<#:configure-flags>: Remove "--disable-werror"
* gnu/packages/patches/binutils-mips-bash-bug.patch: Delete file.
* gnu/local.mk (dist_patch_DATA): Remove it.
