guix-install.sh: Don't swallow wget errors.

Using ‘-q’ suppresses *all* stderr output, including errors.

* etc/guix-install.sh (chk_gpg_keyring, guix_get_bin_list, guix_get_bin):
Substitute ‘--no-verbose’ for ‘-q’.
