gnu-maintenance: Add KDE updater.
* guix/gnu-maintenance.scm (kde-package?, latest-kde-release): New private
functions.
(%kde-updater): New public variable.
* guix/scripts/refresh.scm (list-updaters): Add %kde-updater.
* doc/guix.texi (Invoking guix refresh): Mention the new updater.
