services: Add a service for rasdaemon.
* gnu/services/linux.scm (rasdaemon-configuration, rasdaemon-configuration?,
rasdaemon-configuration-record?, rasdaemon-service-type): New variables.
* doc/guix.texi (Linux Services): Document it.
