packages: Add 'package-input-rewriting'.
* guix/packages.scm (package-input-rewriting): New procedure.
* tests/packages.scm ("package-input-rewriting"): New test.
* doc/guix.texi (Defining Packages): Document it.
(Package Transformation Options): Add cross-reference.
