services: childhurd: Authorize the childhurd’s key on the host.
This partly automates setting up a childhurd for offloading purposes.
* gnu/services/virtualization.scm (authorize-guest-substitutes-on-host):
New procedure.
(hurd-vm-activation): Use it.
