install: Add a procedure to build a self-contained binary tarball.

* gnu/build/install.scm (populate-single-profile-directory): New procedure.
* gnu/system/install.scm (self-contained-tarball): New procedure.
* Makefile.am (guix-binary.%.tar.xz): New target.
