platform: Add discovery support.
* gnu/platform.scm (platform-modules, systems, targets,
lookup-platform-by-system, lookup-platform-by-target,
lookup-platform-by-target-or-system
platform-system->target,
platform-target->system): New procedures.
(%platforms): New variable.
