gnu: Python 3.9: Update to 3.9.2.
* gnu/packages/python.scm (python-3.9): Update to 3.9.2.
[source]: Remove obsolete patch.
* gnu/packages/patches/python-3.9-CVE-2021-3177.patch: Delete file.
* gnu/local.mk (dist_patch_DATA): Remove it.
