gnu: minixml: Adjust to updated upstream tarball.
The release tarball was modified in place to add a top-level directory.
* gnu/packages/xml (minixml)[source]: Use non-tarbomb URL-FETCH.
[arguments]: Remove ‘fix-permissions’ phase.
