gnu: weasyprint: Use pyproject-build-system.
* gnu/packages/pdf.scm (weasyprint)[build-system]: Switch to
PYPROJECT-BUILD-SYSTEM.
[arguments]: Remove redundant phases. Add #:test-flags.
[native-inputs]: Remove PYTHON-PYPA-BUILD.
