services: Add udev-rules-service helper.
* doc/guix.texi (Base services): Add documentation for
'udev-rules-service'. Replace examples of 'udev-service-type' extension
with 'udev-rules-service'.
* gnu/services/base.scm (udev-rules-service): New procedure.
