lint: Add "cve" checker.

* guix/scripts/lint.scm (package-name->cpe-name, package-vulnerabilities)
(check-vulnerabilities): New procedures.
* guix/scripts/lint.scm (%checkers): Add "cve" checker.
* tests/lint.scm ("cve", "cve: one vulnerability"): New tests.
* doc/guix.texi (Invoking guix lint): Mention it.
