packages: Add 'package-transitive-supported-systems'.
* guix/packages.scm (package-transitive-supported-systems): New procedure.
* tests/packages.scm ("package-transitive-supported-systems"): New test.
* build-aux/hydra/gnu-system.scm (package->job): Use it.
