gnu: icu4c: Fix failing test.
* gnu/packages/patches/icu4c-test-date-format.patch: New file.
* gnu-system.am (dist_patch_DATA): Add it.
* gnu/packages/icu4c.scm (icu4c)[source]: Use it.
