* gnu/packages/databases.scm (recutils): Update to 1.8.
[source]: Remove snippet.
[arguments]: Remove custom 'set-bash4.4-header-location phase. Enable
parallel tests.
[inputs]: Move check ...
[native-inputs]: ... to here. Add pkg-config.
