gnu: vulkan-loader: Remove unnecessary inputs.
* gnu/packages/vulkan.scm (vulkan-loader)[arguments]: Remove
-DBUILD_LAYERS=OFF.
[inputs]: Remove all.
[native-inputs]: Add libxrandr, vulkan-headers, wayland.
