gnu: icecat: Fix build against libvpx 1.4.
* gnu/packages/patches/icecat-libvpx-1.4.patch: New file.
* gnu-system.am (dist_patch_DATA): Add it.
* gnu/packages/gnuzilla.scm (icecat)[source]: Add patch.
