gnu: subversion: Add fix for sqlite-3.8.9.
* gnu/packages/patches/subversion-sqlite-3.8.9-fix.patch: New file.
* gnu-system.am (dist_patch_DATA): Add it.
* gnu/packages/version-control.scm (subversion): Add patch.
