gnu: strace: Update to 4.23.
* gnu/packages/linux.scm (strace): Update to 4.23. [source]: Remove obsolete patch. * gnu/packages/patches/strace-kernel-4.16.patch: Delete file. * gnu/local.mk (dist_patch_DATA): Remove it.
