gnu: Add ruby-tzinfo-data.
* gnu/packages/ruby.scm (ruby-tzinfo-data): New variable.
* gnu/packages/patches/ruby-tzinfo-data-ignore-broken-test.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
