gnu: whois: Update to 5.2.19.
* gnu/packages/networking.scm (whois): Update to 5.2.19. [arguments]: Don't set HAVE_LIBIDN in 'setenv' phase; this is now autodetected. [native-inputs]: Add PKG-CONFIG.
