* gnu/packages/multiprecision.scm (tomsfastmath): Update to 0.13.1.
[source]: Remove patch.
* gnu/packages/patches/tomsfastmath-constness.patch: Delete file.
* gnu/local.mk (dist_patch_DATA): Remove it.
