gnu: diffutils: Fix Gnulib/getopt cross-compilation issue.
Previously cross-compilation would fail:

* gnu/packages/patches/diffutils-getopt.patch: New file.
* gnu/packages/base.scm (diffutils)[source]: Use it.
* gnu/local.mk (dist_patch_DATA): Add it.
