gnu: libtool: Restore ltmain.sh shebang.
This fixes <http://bugs.gnu.org/25304>
* gnu/packages/autotools.scm (libtool)[arguments]: Add new phase
'restore-ltmain-shebang'.
[native-inputs]: Add help2man.
