Add (gnu build accounts).
* gnu/build/accounts.scm, tests/accounts.scm: New files.
* Makefile.am (SCM_TESTS): Add tests/accounts.scm.
* gnu/local.mk (GNU_SYSTEM_MODULES): Add build/accounts.scm.
