gnu: texi2html: Fix tests in the absense of gettext.
* gnu/packages/patches/texi2html-i18n.patch: New patch.
* gnu/packages/texinfo.scm (texi2html)[source]: Use it.
* gnu-system.am (dist_patch_DATA): Add it.
