union: Allow callers to choose the collision resolution policy.
* guix/build/union.scm (warn-about-collision): New procedure.
(union-build): Add #:resolve-collision.
[resolve-collisions]: Call it.
* tests/union.scm ("union-build collision first & last"): New test.
