gexp: 'gexp->file' emits code to set '%load-path'.
* guix/gexp.scm (gexp->file): Add #:set-load-path? parameter and honor it.
* gnu/system.scm (operating-system-parameters-file): Pass
#:set-load-path? #f.
* doc/guix.texi (G-Expressions): Adjust accordingly.
